Formal written hazard report (Awaab's Law trigger letter)

When to use this
  • You are a council or housing association tenant in England.
  • You have damp, mould, a serious heating failure, or another hazard.
  • You want to formally start the Awaab's Law deadline clock (24 hours for emergencies, 10 working days for significant hazards).
What to attach
  • Dated photos of the hazard
  • Any earlier repair requests or portal screenshots
  • Medical letter if your health is affected (not essential, but useful)

I am writing to formally report a hazard in my home. This letter is a formal written report under Section 10A of the Landlord and Tenant Act 1985 (Awaab's Law). The date and time of this report is as shown above.

The hazard is: [describe clearly, for example: extensive black mould on the bedroom wall and ceiling, present since [date] / no working heating since [date] / sewage smell from blocked drain since [date]].

[If people are at particular risk: There are [children / elderly or disabled people / people with respiratory conditions] in this household who are at particular risk from this hazard.]

In my view this is [an emergency hazard / a significant hazard] because [briefly explain the risk to health, for example: the mould is affecting my child's breathing / the home is [temperature] with no heating in winter].

Under Awaab's Law, you are required to:

If this is an emergency hazard:
- Investigate and make the home safe within 24 hours of this report.
- Offer alternative accommodation if the home cannot be made safe within 24 hours.

If this is a significant hazard:
- Investigate the hazard within 10 working days of this report.
- Complete the relevant safety work within 5 working days of finishing the investigation.
- Send me a written summary of your investigation findings within 3 working days of the investigation ending.

Please acknowledge receipt of this report in writing and confirm what steps you will take and when. I am keeping a dated copy of this letter and all our correspondence.

Note the date and time you sent this. The Awaab's Law deadline starts from when your landlord receives your report. Keep the read receipt, email timestamp, or recorded delivery proof. If the deadline is missed, this letter is key evidence.
